Environment?: Usually joggers run with mouths open. If you run in an area with smoke, pollen, mold, chemicals, etc.(allergens), this could trigger an allergic reaction with coughing and chest pain. The tongue has lots of lymph nodes especially at the back which can become inflamed with environmental allergens.

Chest pains : Regardless the cause, could be only muscle pain or tongue pain, etc.. However, pain in your chest with the symptoms you have described is a serious medical condition. It is always a red flag and appointment with your PCP or cardiologist is warranted. Take care.
