Not insane: No. Antisocial personality disorder is not psychosis. Sane and insane are basically legal terms to distinguish whether a person is in touch with reality enough to know right from wrong. Individuals with antisocial personally disorder are in touch with reality enough to know right from wrong. However, they have not internalized society's moral values and are lacking in conscience and empathy.

Insanity: Insanity is a legal term, not a clinical term. A person is judged insane in a court of law if the court finds that the person had no control or awareness of what they were doing when the crime(s) were being committed, such as psychosis or being mentally retarded. The who are antisocial largely are completely aware of what they are doing and are therefore not insane by legal definition.
