Puffy eyelids: Unfortunately there is no easy way of getting rid of bulging lower eye lids, or puffy eye lids. The fat protruding from under the eyeball can be surgically excised taking care to catheterize bleeders in the fatty tissue. You should consult an Oculoplastic surgeon in your area.
