See a dermatologist: Atopic dermatitis is usually worse in cold weather, usually better in sun + warm weather. Allergy shots can make it worse. In any case, use skin cleanser with pH 6-7 such as Dove. After a long soak, rub in a ceramide cream (Eucerin Eczema cream, many others) every night. You probably will need prescriptions for full relief.
