Hard to say.: I would really have to see the lesion. Bug bites that do not itch are unusual, but not unheard of. One possibility for a red dot becoming a red circle is a tick bite - and one species of tick transmits Lyme disease. So it would be prudent to have it looked at, and if necessary, treated.
