Cracked skin: While some nutritional deficiencies can present in this manner - I would recommend trying some organic unrefined count oil applied to his feet about three times a day rubbing it in until it is dissolved. If not better after a week follow up with his pediatrician.

Steroid lotion: usually in familiies with allergy, Use vasoline or aquaphor on feet, strong steroid ointment also. Oftentimes a gluten free diet makes a marked improvement, worth a 1 week trial!

M.D. visit: I would suggest cotton socks washed in clear perfume free detergent, white dove soap, eucerin/nivea lotion and starting 1% hydrocortisone three times daily.
Since he has asthma, it may be an allergic reaction. From your description it sounds like contact dermatitis. If the wounds are infected, he will need antibiotics, prescribed by your physician.

Dermatitis: Could be mere dermatitis and might respond to emollient and topical steroid. Take him in to see his pediatrician, though, as severe fungal infection could also cause the symptoms.
