The position of the occipital condyles in relation to the cervical spine gives feedback to the inner ear for balance. When the condyles are not aligned properly, this may lead to dizziness manifested as vertigo or imbalance.

Yes: There is definitely an entity known as cervical vertigo. The spondylosis of the neck may send electrical stimuli to the central nucleus of the 5th cranial nerve and from there connections to the vestibular nuclei. Therapy aimed at the spondylosis could relieve the vertigo.
