Difficult question: Blood pressure is not "unstable." it is a physiologic response to a multitude of factors. Blood pressure that varies "wildly" may indicate disorders associated with neurohormonal dysregulation and may be investigated with blood chemistry and noninvasive testing. Often the cause is anxiety and / or the medications (including alcohol) we take.

Unstable BP: Resting BP typically runs in a typical range, which should go higher with activity and return at rest. If BP unusually goes quite high, or quite low, that would represent an unstable blood pressure, for which there are many numerous causes. Either extreme can be hazardous and should be evaluated.

Work with your doc.: Unsteady or what i would term labile hypertension can be tricky, and due to several factors. If already have hypertension (a disorder of persistent elevated BP that can predispose to heart disease and strokes--and not just occasional high blood pressure). A high salt meal, episodes of emotional stress, being at the doc's office can all elevate BP even if HTN controlled. Work w doc, avoid stroke.
