Wrong: You have a different physiology text than mine! Hypoventilation with fall in pO2, rise in pCO2, and fall in pH - all stimulate arterial chemoreceptors in the carotid and aortic bodies to increase breathing rate. There is no effect on baroreceptors which respond to changes in BP.
