Yes: I would recommend a neurologist, preferably one who is interested in headaches. The first priority is to have a thorough medical history and examination.

Hard to answer: If you provided more information it would be possible to answer this. The most common headache, the tension headache, feels like this, has a normal exam, and is often relieved by rest, ibuprofen and stretching. It has no associated symptoms. The neurological exam is normal, and the brain MRI is normal. A neurologist is not needed to do any of this work. Hope that helps
