Big difference: Hallucinations consist of seeing things, usually rather clearly, that you know are not there. Bad eye sight creates blur of things that you know are present. The difference is clear cut.

Depends : If you're having visual hallucination, ask a person you know and trust if they are seeing what you were seeing. If not, get a psychiatric evaluation immediately. If it's bad eyesight, this can be determined by going to your eye doctor.
