Mouth itch: These symptoms are not normal. Most important thing to do for your health is to completely stop smoking. Smoke irritates all your mouth, throat and lung tissues plus causes cancer and skin wrinkles etc. Is anything worse than that? See your doctor about treating the sinus infection. Meanwhile try a Claritin (loratadine) 10 mg antihistamine tablet every day. Use your brain and stop smoking while you still can

No: Itching, infection, and allergies are not normal. You need an examination, diagnosis, and focused treatment. Please call your PCP.

Allergies: Sounds like your allergies are acting up, i suggest you consult an allergist to achieve better long term control of your symptoms and avoid repeated sinus infections.
