Depends who you ask: Most doctors would consider one as short if one were less than the 2.5%ile. These percentiles should be interpretted carefully though as one's racial background should be taken into consideration in deciding which curve is best to use. For purposes of growth hormone treatment, the us fda has suggested a lower cutoff of less than the 1.2%ile be used (one of many reasons one might qualify for gh).
