No: Parkinsons is a movement disorder characterized by specific set of tremors and gait symptoms. Certain diseases and drugs can induce a "parkinsonian syndrome" that can mimic this disease. It is not a personality disorder nor is there a "parkinsonian personality.".

Risk averse: Some studies have shown that parkinson's patients had certain character traits even years before onset of parkinson's symptoms. These traits include being industrious, punctual, cautious and risk-averse. These traits have been called "parkinson's personality"). Not sure what that means for the individual who suffers from parkinson's, or for the healthy individual who has these traits.
