Small cut @ salon from nail file. cleaned it w/ soap and water. nail tech put some sort of glue on it. not sure about sanitation conditions. hep risk?

Unlikely: It is possible to transmit infections through a cut but unlikely to come from a nail file unless it had another persons blood on it. You did the best thing which was to wash with soap and water. Anything is possible but it would be highly unlikely for you to have contracted an infection from this event.
