Yes: If your BP is above 130/90 on rest and increase and you are symptomatic and worse with exercise And this is constant you need to see your MD do a physical exam and history , evaluate causes and probably is essential hypertension most common cause , you are going to need treatment HTN is called the silent killer , people procrastinate , you are symptomatic you need to get help.

Unsure: Go through this carefully. Your symptoms are specific for High Blood pressure. But 154/83 does not cause symptoms. I suspect either your B.P reading is wrong or your symptoms are unrelated to B.P. Any how you need to check your B.P again in 2 weeks and depending on numbers treatment plan should be formulated.
