Probably not...: What your papa has is much more likely related with poor relaxation and opening of the prostate urethra resulting from combining effects of aging, prostate enlargement, tight bladder neck, etc. leading to marginal poor bladder working ability. Most likely, he will be benefited from TURP or PVP. I prefer PVP - a laser procedure. So, see a "modern" urologist. Best wish...
