Yes, one of the: side effects of Hydroxyzine is seizures, there are better antihistamines and benzodiazepines for anxiety are used to treat seizures.

Unlikely: Atarax (hydroxyzine) is an antihistamine, which has sedative effect and unlikely affect seizure threshold. It may interact with other medications, but It is not contraindicated in a seizure disorder.
