Possibly: If a broken ankle is not appropriately treated (and running on a broken ankle is not appropriate treatment), it could get worse. It is hard to imagine that running on a broken ankle that is not completely healed will do no good for it. A broken ankle needs to be thoroughly evaluated by a trained professional. Then the patient needs to comply with treatment recommendations.

Depends...: Ankle fractures (breaks) can either be stable or unstable injuries based on the mechanism of injury, force of injury, etc. Stable fractures typically wouldn't get bigger unless further injured. Unstable injuries under most circumstances are best treated surgically. See an orthopaedic ankle specialist if questions exist.
