How can u determine the difference of red leukimia spots or not can i feel them above the skin or is there any other way of knowing they are or not?

No such thing!: There is no condition called "red leukemia spots". You will have to describe and tell us what is your concern and what do you have on your skin. It can be red spots due to bleeding under the skin...This happens whenever platelet counts are low.
