I'm confused: You say you feel like you need to drink more fluid, yet you say you are not thirsty. I'm not sure how those co-exist together. Dry lips can be an isolated finding, so it does not absolutely indicate dehydration if they are dry. They can be dry from dry/cold exposure, excessive licking of lips, too much salt in diet, irritation from make-up or glosses. Also, drink water, not juice!

Not rational: The adage the wrong treatment for a problem will not fix it is true. Just because you have dry lips does not mean your body is dry (dehydrated). The more common cause of dry lips is excessive lip licking, where the enzymes in saliva extract moisture from the lips. If you are urinating every 6-8 hours you are not dehydrated.
