To some extent: in that they are not breathed into the lungs and thus are not a cause of lung cancer, or several of the other cancers where systemic effects of smoked tobacco occur. They are also not associated with chronic bronchitis or emphysema. However, they ARE highly associated with nicotine dependency, mouth and throat cancer, gum disease and dental problems.
