I'm wondering are dulera (formoterol and mometasone) and qvar the same thing?

No: Qvar is a single agent inhaled steroid while dulera (formoterol and mometasone) is a combination steroid with long acting bronchodialator.

No: dulera is a combo drug - a steroid and a LABA. Qvar is just an inhaled steroid. The steroid in Dulera is probably the worst one available. I have had little to no success with this. Qvar is awesome.
