See your doctor: Many different things can cause bumps. Some as simple as a pimple from shaving or a blocked sweat gland to more difficult to treat things like genital warts to herpes simplex lesions. To really know what it is and to keep yourself healthy, see a doctor.

It depends: Bumps around the labia can be from a number of different pathologies. If you shave in that area, it can be caused by an ingrown hair which in turn can become infected. There are also other infectious causes such as a Bartholin's gland abscess or just a general skin abscess. A thorough physical exam by your primary care doctor or your ob/gyn would be needed.
