No: Anyone who would use them on an outside enemy today would bring down the fury of every civilized and almost every not-so-civilized nation. A single kook could spray a bus with phosgene, or a terrorist cell could deploy them in a city at any time and kill at least a few dozen people. But the bad guys know this would self-defeating & i think this is why we haven't seen it.
