Bumps: Hard to say. Multiple possibilities from folliculitis from shaving to insect bites to dermatitis. Given you are a sexually active young female who is or recently took plan b, do you have abrasions on your knees. Consider a topical antibiotic ointment first. If spreading or persistent more than a week seek in person consultation.
