10weeks pregnant but sono and recorded 7weeks and no fetal heartbeat and its motionless also hcg hormone level dropped can it be a miscarriage?

Yes: I'm sorry, but miscarriage sounds like a strong possibility if the size of the embryo is smaller than how far along you think you are, and also if there's no heartbeat. There almost always is an easily identifiable heartbeat by 7 weeks gestation. I could be wrong, but be prepared for the possibility that i'm correct.
