Need evaluation: Get your daugther to her her doctor for better evaluation as soon as able. Not being able to move the shoulder may mean a problem with the ligaments that help the shoulder to move. May need imaging / orthopedic evaluation and possibly physical therapy.

Hard to say: She needs to be seen by her doctor. She could have dislocated her shoulder partially or completely and will need to have it reset. See her doctor or go to the emergency room. If it is dislocated, it can put pressure on important blood vessels and nerves causing more complications.
