Possibly: If the teeth are broken down that much, they are probably non-vital. The root tips, if communicating with the sinus, can carry oral bacteria into the sinus causing inflammation and/or infection. The teeth sound as if they are hopeless.. You really need to see a dentist to have them extracted.

Yes: Especially if it is a back tooth. Remains of broken tooth probably infected and infection can be spreading to sinus, and then can spread to vital organs via blood stream. This will not get better by itself, only get worse. Please call your dentist before you wind up in the er.
