Yeast?: You may have a yeast infection. These are very common and are not sexually transmitted. There are also sweat glands on your outer labia - perfectly possible to get pimples there. A check up can easily determine what is going on. Quit worrying and get checked. Good luck.

Allergy to something: A rash on your thigh might be due to something that you got on your thigh while outdoors. Is it itchy? If it was something that you were allergic too, sometimes you can spread a rash to the genital area if you have not washed your hands of the allergen and then go to the bathroom spreading it to the underwear and genital area. This should get better on its own. Better to see a physician.
