Inflammatory rash.: What you are describing may be inflammation of the skin or of the hair follicles. Try treating with an over-the-counter topical steroid, but if this is not helpful within 2-3 days, see a dermatologist. The fact there are many spots, and it is so itchy, warrants medical treatment.
