Depends: This can be a normal variant. Or, it maybe a sign of down syndrome.

Nothing particular: It is present in about 4-7% of normal individuals on one side. It is present in 25-35% of kids with Down syndrome.The feature is thought to originate from the muscle tone and the way the fetus cups their hand in the womb. It is not a "test " for anything.
