Yes: Alcohol use, and especially alcohol withdrawal, can cause autonomic stability including changes in blood pressure and heart rate.

Yes: Heavy alcohol use is a frequent "confounder" in blood pressure treatment. That means that when the medications stop working for no apparent reason, alcohol consumption can often be a cause. So can untreated sleep apnea.
