They can't : The answer is categorically "no way, no how!" to paraphrase the wizard of oz. The explanation is simple, anything with amphetamine in it would have to be a prescription drug and could not be purchased over-the-counter. On the other hand, anything containing methamphetamine and sold over-the-counter gets you 10-20 years in every state of the union last time i checked (unlike marijuana).
