Tinea?: Could be a number of things, but the first thing i think of is tinea, or fungal infection of the skin. This propagates in moist environments, and can sometimes cause a pigmentation (tinea versicolor). Consider use of topical antifungals like tinactin (tolnaftate) and if no resolvement, see your doctor.
