Yes, unfortunately: This is likely how most transmission of strep and other similar upper airway/mouth bacteria works. The carrier state is the transmissible contagious state and then sometimes the bacteria decides to infect. This is the case for staph, pneumococcus, and also group a strep. And carriage is far more common than people realize.
