Examined: These lesions have to be examined by your physician for diagnosis. Insect bites are a possibility.

Likely benign: Could be hair follicles underneath the skin (folliculitis)....Although if the one on the elbow is related then, who knows....Unless you have hairy elbows....At any rate, just keep them cleansed with neutral and water for the time being and get an appointment with your doctor to make sure they don't need treatment.
