Cervical radic.: Without knowing more information, this sounds like a classic C6 radiculopathy. In other words, a pinching of the 6th cervical nerve in the neck that provides the skin sensation to the thumb. It could also be referred pain from a trigger point. Go see a spine specialist in your area.

Nerve Impingement: The nerves that innervate our hands and fingers come out of our spinal canal at the cervical area. Narrowing in the cervical region could cause neck pain and pain in the hand and/or fingers. I would suggest starting by seeing your pcp who can then refer you to a specialist if needed.
