Depends on cause: Most likely if the swelling is on the upper or lower eyelid along with tenderness to touch, this is a chalazion or stye. Best initial treatment is frequent hot compresses for 5 minutes at a time. If the swelling is because of injury then you should be seen by EyeMD or emergency room doc.
