Absolutely: it is one of the most vascular organs. Do you mean by biopsy? the risk of that is typically approx 1/100 (but most of the time it seals spontaneously)

Yes: yes, liver can bleed if it is punctured, especially a blood vessel is injured. The most dreadful complication is if bleeding occurs between the capsule ( the external covering of the liver) and liver tissue.
