Diabetes can: Mild elevation of blood sugar may not cause any symptoms. Diabetes, particularly if uncontrolled, definitely can cause itching. Itching can precede the development of diabetes. In later stage diabetes, itching may be one of the symptoms of neuropathy, along with pain, numness and burning sensation.
