Could all physician assistants do "minor surgerys"?

Normal: They should not be performing any surgeries they are assistants to the physician and do not practice independently. Possibly minor procedures like a skin biopsy but no solo OR procedures. Some receive surgical training just as some train to be more of a GP assistant
