Rolled up skin...: at the corona of the glans. Well it depends if you are circumcised or note Is it foreskin? If it hurts or has not been there for the first 45y of life, then I would suggest an evaluation by your local urologist.

Foreskin / prepuce: Many men have this removed just after birth. Look online at pictures and see if that isn't what you're describing. You can have it removed or keep it -- personal preference.
