Itchy skin rashes: Persistent dry, red and itchy skin rashes are consistent with dermatitis, most commonly it is atopic dermatitis or eczema. You can try otc Hydrocortisone cream apply to the area twice a day. Keep using aquaphor. Sometimes you need an antibiotic course if it gets infected. See an allergist or dermatologist if it does not improve by those simple measures so we can look at the rashes.
