Yes it's possible: While issues with the scm muscle can cause those symptoms, it would be a rare cause. If it is the cause then treating it like an arthritis issue will help: nsaids, heating pad. Other possible causes of similar symptoms include throat based issues like tonsil inflammation or pharyngitis.
