Some do, some don't: It's just one piece of information. Most severe bacterial infections will raise the neutrophil count and put overactive and young cells in that series into the blood -- but the very worst may actually feature a low count. Different white cells come out for different knids of infection, and sometimes the response is poor overall. Don't rely on just one piece of information.
