Nope: The acid in the lemon will soften the enamel and the baking soda (which is abrasive) will then wear it away. Why not just use dental whitening products to accomplish your goals? Together with a professional cleaning you should see a big improvement.

Whitening: Yes. But, it is not the best method for effecting a change of tooth color. There are many relatively inexpensive "kits" available through your dentist or hygienist which will work much better, and will not have the erosive potential that this combination will have.
