Go to a hospital: Er. Sounds like he needs to be evaluated by an ENT doctor ; possibly by other surgical specialists. Take your papers from the first er visit with you. You may have heard " occipital fracture" instead of " orbital fracture", as the occipital bone is in the back, in green on this drawing. Call your pediatrician's after-hours line ; leave a message about the injury ; where he'll be re-evaluated.

Is he better?: For the fracture he can take homeopathic symphytum daily x 14 days to speed bone healing. Once he is feeling better you may also find that craniosacral therapy helps things as well. The other answer is excellent as your son needs to be seen right away for this injury. :).

Go to ER: If you have not alredy seen a doctor you should get immediate medical care, go to the emergency room. Getting hit in the eye with a ball can cause severe damage to the eye.
