Genetic: Most hair loss like this is genetically determined, but have your brother see a dermatologist for evaluation and advice about taking Propecia (finasteride) or Minoxidil to retard hair loss and/or promote hair growth.

Implant: Assuming he is having normal male hair pattern loss, there are medications he can take to prevent future hair loss. However, the only way to get back hair is to implant it from areas that have abundant hair (from the sides to the top or front). There are doctor's who specialize in just this procedure. He should see such a specialist for a full evaluation.
