Could inner ear damage be treated with ear drops depending on the degree of damage?

No: Neither inner ear or middle ear infection(intact ear drum) or diseases can be treated with ear drops. Ear drops (probably antibiotic ear drops) can be used as treatment for bacterial infections of the external ear canal and for drainage from the middle ear through a perforation of the drum.
